I've seen these one time collection practices your talking about. They're not that common and they usually die off soon after the "emergency" is over. None are sustaining collections that I know of. Unless one wants to point out Booster Clubs. These have been in existence for decades collecting for the student body general fund.

Watch out Elroy you maybe hurting your cause. The above has been used in court as a positive side effect of 13. That being that if 13 does or did in fact lower home turn over. It's within the laws authority to promote community and civic mindedness with a tax system that discourages frequent moves.
