There is now a steady procession of Chinese officials in-and-out out of Canada's petro areas. Competition for the exports that are currently going almost exclusively to the US is coming...fast...

You're suggesting that the Canadian government embarrass themselves with a silly bluff that they can't possible follow thru on. It's the same thing being proposed by all kinds of politicians up here - all the ones that aren't in power and never will be.
