If GA wants to give people free voter photo IDs when they register to vote (for those people who don't have driver's licenses... can't be that many, shouldn't cost all that much) then I don't think they will have any problems with the Courts.

If GA *doesn't* want to spring for the cost of photos for the small numbers without driver's licenses... then that probably tells us all that we need to know about the political motivations behind this effort.

(PS, I think photo IDs are a fine idea for voting. But people SHOULD NOT be assessed a cost to participate in elections.)
