If GA wants to give people free voter photo IDs when they register to vote (for those people who don't have driver's licenses... can't be that many, shouldn't cost all that much) then I don't think they will have any problems with the Courts.

The law said that if you sign a statement you did not have to pay for the ID. Maybe the court has a problem with signed statements?
