Rove would no doubt in my mind be capable of that.
But that is not equal to that he did it.
And even if he did, I firmly believe he would be clever enough to do it with no traces left :)

On a slightly different note, everybody knows the name Machiavelli and believe to know what he stands for but amazingly few have ever read his little but important book "Il Principe".
