It is a crime to lie, cheat or deceive to obstruct a criminal investigation. If had done that I'm certain he would have been indicted.

Rove's role for Bush is similar to the roles of Carville and Begala for Clinton. Those two are pure sleeze, particularly Begala. But I'm not aware that either committed a crime.

Clinton, OTOH, did commit perjury, which is a crime. However, unlike Libby, he didn't resign.

If done to the wrong person or in the wrong venue, the answer is yes. Then it is called "obstruction of justice".
