No, we never had a balanced budget amendment. For a fairly short time, President Clinton had a line item veto that allowed him to veto pork in appropriations bills without vetoing the entire bill. The Republicans took it to court and the courts ruled it unconstitutional. That's when Clinton began "shutting down the government" by vetoing entire appropriations bills. Clinton did a lot to control spending, including negotiating voluntary pay as you go, or "paygo" rules with congress. Paygo went when Bush came in, although he promised to preserve it.

Bush has yet to veto any bill for any reason.
