It's EASIER. They don't need to build a specialized foreign plant, just equip an office, set up some management and select from the thousands of applicants. Not only that, the fixed salary cost you're trying to reduce is even greater.

China graduates more engineers in a year than we do in ten. India has a school who's software engineering graduates are more sought-after than graduates of Stanford or MIT. The Indians that can't get into it often SETTLE for going to Stanford or MIT!
