Let's get rid of the incentives first, then. It would certainly be easy for Congress to enact, given the public's perspective.

some would suggest that Scientology's beliefs are an accurate depiction of the universe. "some would suggest" is just blather. in point of fact many of the integrated oil companies took losses on their downstream operations to keep prices at the pump lower than what the market would bear.
