The President can tell tall tales most of the time. He can tell lies to Congress, his wife, and the general public, most of the time.... But he can't deliberately lie while carrying out his explicit Constitutional duty to convey to Congress the State of the Union. That is no ordinary communication.

He shall from time to time give to the Congress Information of the State of the Union

The word shall has specific meaning in law. It means that this is not a suggestion, or a guideline, or a good intention. It is a requirement of his office.
