Price caps on crude were instituted in the 70's to go with the price caps on natural gas.

If the government just got out of the way we'd get away from our dependency on crude a lot quicker. All the price caps did was create shortages, a decline in exploration that didn't fit the market, and the creation of criminals that stole hundreds of millions of dollars.

At least with China you get to keep what you buy. With oil, it just disappears into the air in the form of pollution.

Assuming 100% ineficient use of energy that is true, but most people would strive for a little return on their use of natural resource.
