Germany introduced an "environment" tax some years ago ... on top of the petrol-tax + VAT .
On 1 litre of petrol costing 1.35 Euros, the Tax portion is ca. 85 cts. ( ca. 4 litres = 1 US gallon. ).

Germans are currently paying ca. 6.4$ per Gallon !
The German state takes ca. 4.0$ in taxes per Gallon.

With the recently rising oil prices, the German state reported a "loss" in tax revenues overall.
i.e. consumption has dropped considerably.

BTW.... Diesel drivers continued to consume same amount, it was the petrol drivers who reduced their consumption! Diesel costs currently ca. 1.10 Euros per litre in Germany.

My opinion :
If Taxing the hell out of automobiles would bring the auto-industry to have a rethink, in other words creating more efficient cars, I would be very happy.
However, you still see them "advertizing" such childish things as horse-power and road-holding.
I have yet to see the car-manufacturers come out with an Advert boasting :
- miles per gallon / efficiency
- safety factors
- environmental protection
- and an addendum such as "Use your brains, driving slower saves lives and energy "
