I think Odom and the old Army knuckles like him are so locked in the "Big War" ideas that they can't see outside their box. They spent their entire career getting ready to stop the commies at the Fulda gap. OTOH, Rummy and crew bought into the "next WW with China" concept. The pressure on the Pentagon to buy "big system" military gear is just about unstoppable. I was reading about the Air Force chief recently spending time flying the F-22. Talk about "boys and toys!"
