"Tenet didn't get the memo" is pretty funny, under the circumstances. Apparently a lot of memos didn't make it all the way to "Slam Dunk" Tenet. ;^) As for Michael Scheuer, he's not superhuman and he doesn't have a crystal ball, he got his information the same way everybody else did, from informants. Most of whom turned out to be liars. You might want to read what Robert Pollock wrote recently about CIA intelligence failures in Iraq. Although Pollock likes Chalabi, so go figure.
