Buddy, You are right about the reason for the boom during the Clinton administration, but there was another participant that caused the market to soar. That was the time of the starting up of many tech companies, that were under capitalized, and were riding on the swell of stock sales. There were too many of them, and when they began to run out of money, and not enough business to survive, the bubble burst.

All of the damage was done before GWB took office.
