Blame the Greeks. THEY started it. Although only about 10% of the Athenian population was enfranchised. The Romans picked it up and continued it until Julius Ceasar ceased power.

OF COURSE most of the ME gov'ts oppose it! THEY ARE PRECISELY THE PEOPLE WHO STAND TO LOSE BY IT! What would you expect? That Assad is going to favor elections that will take away his perks? Or the Emir of Kuwait? Or Bahrain?

Dictators don't give up power quietly. George III was thoroughly convinced that rabble in arms couldn't govern itself. They always have reason to keep their oppressions going.
