The pressure will be for a firm schedule of troop withdrawals. And once those are public, everyone who wants to cause trouble in Iraq will start gaming their actions around that timetable.

This is why Iraq is a no-win situation now. "Defeating the insurgency" looks like the war on drugs (mildly effective and interminable), a staged withdrawal looks impotent and a sudden departure would just promote more chaos.

Pick your poison. They all taste bad and are potentially harmful to US interests and assets.
