Anyone who voted yes on the following and then suggest they did not vote for the action against or war against Iraq is a liar or mentally retarded. And those attempting to make semantic technical distinction are also liars or mentally retarded.

This joint resolution may be cited as the "Authorization for the Use of Military Force Against Iraq".

SEC. 2. SUPPORT FOR UNITED STATES DIPLOMATIC EFFORTS

The Congress of the United States supports the efforts by the President to--

(a) strictly enforce through the United Nations Security Council all relevant Security Council resolutions applicable to Iraq and encourages him in those efforts; and

(b) obtain prompt and decisive action by the Security Council to ensure that Iraq abandons its strategy of delay, evasion and noncompliance and promptly and strictly complies with all relevant Security Council resolutions.

SEC. 3. AUTHORIZATION FOR USE OF UNITED STATES ARMED FORCES.

(a) AUTHORIZATION. The President is authorized to use the Armed Forces of the United States as he determines to be necessary and appropriate in order to

(1) defend the national security of the United States against the continuing threat posed by Iraq; and

(2) enforce all relevant United Nations Security Council Resolutions regarding Iraq.

Too bad. 'Cause that's the 'jargon' they WRITE BILLS in up there in Washington. And, in this case, it really does make a difference. Lots 'o politicians who voted for the War Powers Authorization said at the time that they did so to give the President NEGOTIATING LEVERAGE over Saddam... they hoped it would not be necessary to go to war... and, when the leverage looked to be working ('cause Saddam let the UN inspectors in again, just what the UN was asking for), lot's of folks did not expect that it would be the US PRESIDENT ordering the UN inspectors out instead of ole Saddam.

Anyway, like I said, it was a pretty gutless action, an abrogation of their Constitutional duties, for the Congress to shilly-shally like that... if they wanted a war they should have simply declared War.

But they didn't. They passed the buck by giving the President authority to decide for himself (even while claiming they hoped he wouldn't, and that it would all play out like an inside-the-beltway negotiating session.)

Whimps and sheep.
