You are right with regards to third world countries where people from rich and powerful families gobbled up the US scholarships for higher education etc. Right after WWII, when nation after nation obtained their independence from the colonialism of the British, French and the Potuguese, the nations had a leadership gap and in the African countries either the communists grabbed power or the rich and wealthy families (I call them feudalistic lords) grabbed power. But also at that time, especially during Eisenhower and Kennedy, the US Govt., through their agencies such as the USIS and the VOA moved aggressively to get directly involved in not only feeding the poor through such funds as the PL480 etc. but they instituted the Fulbright scholarships etc. etc. and personally administered them by casting aside the local officials etc. Today Pakistan is a prime candidate for that. Those Islamic mullahs are catching the Pakistani youths at a very young age and recruiting them for the madrassas. We could compete with them by putting the 60 million we put on Osama's head, into the convent schools (mission/Jesuit run) in Pakistan. We should do this with the caveat that no religion be taught in those schools. The US needs to move very aggressively on the economic and cultural front in the next 10 years in order to wean away those Arab youths from the influence of the Hamas, Islamic Jihad, the extremist mullahs and of course Al Qaeda.
