I don't think that his intention is to waste money, or enhance any particular industry, but it is a mystery. Maybe he is just trying to be remembered as a "get it done" kind of President. We have to remember that he has caused the rebuilding of the US military that Clinton tried his best to destroy, but the extension of the war in Iraq, is beginning to drag us down. It's not a new Viet Nam, but we do need to push the Iraqi's to form their own government, and learn to fend for themselves. There may be a war between the tribes, but that is probably going to happen regardless of anything we do. It's worse than the Catholics fighting the Protestants, in Ireland. The Dems are so intent in preventing any conservative from getting a seat on the Supreme Court, that they have stymied some of Bush's nominees. That makes him look for a less controversial candidate that can be accepted, but will still have a conservative bent to his decisions. Do anything to keep a liberal off the Supreme Court. Perhaps what I heard, and read, was saying the the UN was backing the resistance of the Arab states to further pay the freight for the first war in Iraq. GHW was in the spot of having to deal with a congress that seemed to be heavy on the demo side, which made any of his decisions difficult to back up. The "read my lips" thing was genuine, but the Congress had him in a head lock, and forced the tax increase that he is unilaterally blamed for. I am still for evicting the UN from US soil. If they can't headquarter here, they would have a very difficult chance of getting another country to take them in because of their inability to be consistent in their decisions. Actually, I am for the abolishment of the UN. That whole bunch is not worth the money it takes for them to sit around on their asses, and getting absolutely nothing worthwhile done. I would castrate that hog, and let him wander around without any authority.
