There is probably plenty of process going on at the CIA, Pentagon, and conservative think tanks. But everything has to go through the Oval Office. My guess is that plenty of process gets to the Oval Office, but nothing comes out. Karen Hughes would have to understand it, digest it, and present it - but she had a full plate as it was.
