It depends on the meaning of the word "is"...

Well, almost every house has a blue tarp on it. There are neat piles of debris all over the place, pick up is slow. Most of the roads are clear, but not all of the downed trees have been removed. There are light poles leaning like drunken soldiers, and some of the damaged ones still lay where they fell. Wall and fences are down all over the place. Prices are high, especially diesel. I saw places selling it for over $3 a gallon. Nobody has seen a FEMA agent, they are told all the resources are being directed towards Katrina victims. Of course, Katrina victims are being told that because of Rita they are stretched thin....

Towards the coast it is much, much worse. There are boats scattered here and there, and there are some roads that are still blocked. In Louisiana, there are still parishes that won't let you in with out a permit, or so I am told.
