It isn't a good idea for someone on the NOC list who actually has an important reason to be there to put her husband in charge of a relatively public CIA fact finding mission. Anyone actively trying to maintain their cover should reduce or eliminate any public connection between them and they CIA, even such an indirect one as having your husband work on such a mission.

There is however some doubt as to whether Plame had an active cover that she needed to maintain. She was working at CIA HQ not out in the field and she apparently she wasn't trying hard to hide this fact.

OTOH she apparently at least had worked under cover in the past, and even if revealing this didn't put her in any danger or cause problems with her current CIA job, I suppose it would close off any possibility of her returning to an under cover job in the field.
