IMO, Colorado and NM have what you're looking for. There is the occasional blizzard, but Boulder has 300+ sunny days. Nice and dry in the Summer.

If you don't have to work and can go international, try the Black Sea coastal areas of Eastern Europe. Parts of coastal NZ still don't have CA prices, and the Kiwi gubmint is actively trying to knock down prices. Costa Rica?
