Thanks TP and all. I did a search on "Pearl Harbor" in the PDF document that Al linked to, and I found exactly what you were referring to.

Of course, to you the mere mention of a "new Pearl Harbor" is proof beyond a reasonable doubt of your "wag the dog" conspiracy theory. To a more reasonable person, the mention of it is only a possible scenario, not a goal to be achieved. But that matters little to the conspiracy theorist.
