If Bush ignores public opinion because he does not have to face the voters again, the voters can force his hand some other way. Impeaching a President is not the best of ideas much less if the impeachment is for a President who is a people's favorite such as Clinton. The people have always and will always rule every day that goes by. The Republican house started impeachment proceedings against a Democrat President but they dared not carry it through because they feared the people. So they bitched and moaned as a paper tiger would. THAT IS HOW THE AMERICAN SYSTEM WORKS.
