The example sentence was the point of the article, to take a certain issue out of public consideration. The rest of the article was valid and was designed to make the reader agree with the author. If the reader agrees with the author by the end of the article then it is very likely that the reader will take agreement of the whole, as you did, and thereby also tacitly agree with intended issue. Without considering the article further there is a good chance that you would internally respond to any claim of low ranking for Bush as an indication of the stupidity of the claimant.

This is classic propaganda, or to be more rhetorically neutral, this is a classic sales job. Metaphoricly, the statements on hyperbole that you found so agreeable are like the 30 minute program that the author has to supply to get you to watch the 1 minute commercial that sells his product. The commercial in this program is to assure those who think of themselves as centrist that the office of the Presidency is not at the nadir of it's existence. That one example sentence is the commercial, the one gut reaction that the author hopes you will take along with an otherwise reasoned program.
