If you parse that sentence

I don't see that. I read it as saying that a person, any person, would have to be an historian specializing in the US Presidency who did a formal study on the subject before he could reasonably assert definitively who was the best or worst US president ever. There are very few of those about. Ergo, anyone making such a statement without the bona fides is being hyperbolic and willfully stupid. It takes expertise on any subject to make over-arching, absolute claims.
