I might submit that while there is no way to determine absolutely a best or worse (and I agree), failing this possibility for an absolute judgment, there is some space for an educated, not prone to hyperbole person to assert and support this, and NOT be stupid or intentionally hyberbolic.

I submit that there's no way to determine absolutely who was the worst or the best president.

If you could rate any two, say George Washington versus Benjamin Harrison then you can continue to process to rank them all.
