My figures come from a spread sheet of the historical composition of the Federal Budget which is widely distributed on multiple government sites:

whitehouse.gov

It details Federal outlays in nominal terms as well as a percentage of Federal outlays as well as in terms of percentage of the GDP.

The difference in our two figures can be accounted for by the fact that interest is only paid out on the publicly held debt even while it accrues in the debt which is not held by the public, it is not a Federal outlay or part of the Federal budget yet.
