Doesn't feel so good to have it thrown back in your face does it? You could rewrite this like this: He was so arrogant he felt above the law. Clinton's (Delay's) whole defense is on technicalities, like that a BJ (check) isn't sex (money), only intercourse (cash) is. BS like that.
