Based on what facts does the Gulf War Cease Fire Agreement "show an International consensus as to sanctions and follow-up"? A violation of a cease fire agreement allows a resumption of hostilities. Nothing in the cease fire agreement says otherwise. Saddam's repeated violations of this agreement was the justification for his eventual removal. All you have to do is read it. dalebroux.com

Every single UN Resolution, including #1441 was irrevocably tied to #687 (the Gulf War Cease Fire Agreement). As you already know, violating a cease fire agreement can & will legitimately & justifiably lead to a resumption of hostilities. All you had to do was read it & you would have known that.
