I would bet 95% of the military officials are against it, but believe it happens 5% to 2% of the time. Always seems to involve making a prisoner be nude on a board that's not horizontal. Really disturbing to learn that some engage in this. However, I think most military officials are very, very much against torture.

Btw, Rice is a friend of a mentor of mine, so tend to think she's doing the best she can do - I would tend to believe there is something beyond her control in the system that creates torture. It seems it's there for any country that goes to war - the question is, why? I read that 3% of the USA population are criminals - maybe some criminals have worked their way into the military and lack the intelligence to get the information they need without violence. Didn't a military report say that 25% of all military women were raped or something horrible like that while they are in the military?

But there's more issues beyond the abortion obsession that this country needs to address for women. Women's rights go beyond these basic 101 rights.
