Yes. And this doesn't have anything to do with the US military or Iraq.

The way to combat terrorism is through police action. In the above, the police action is that the citizens themselves now see that they must take the responsibility of fighting. This is not the US military, this is completely a civilian operation that has made the skies safer. Furthermore, it was free, at least in terms of cost to the US gov.
