True.

Why, then, should NYC have been showered with money and we're getting ignored? Why aren't folks who matter kicking butt at FEMA and at the COE? Why is the continued incompetence allowed to exist?

Everyone here was moved like everyone else at what happened on 9/11, but we definitely see two standards being applied and it doesn't sit well at all.
