No, If power goes with the institution then the power will pass on to a new group eventually (Unless they can control sucession much like the PRI in Mexico for so many years).

If someone told me they believe in lying for strategic reasons, I'd generally not trust anything they said. Of course anyone who claims to employ lying, might tell the truth all the rest of the time, other than lying about it to you, but it is unwise to assume so.
