If someone told me they believe in lying for strategic reasons, I'd generally not trust anything they said. I wouldn't either. But that does not mean that they are lying all the time or that they are lying in this instance. All you know is that they might be lying. But then again, even if they haven't said that they believe in lying for strategic reasons, there's still a good chance that they are lying. So that bit of information is not dispositve. It's barely useful.
