"The billions of dollars of existing private investment and public infrastructure would be lost if you move to higher ground. What's wrong with building the levees higher?"

When we realize that we have lost billions by investing in a bad idea (below sea level in a hurricane path) we can put billions more into it and try to convince ourselves it wasn't a bad idea, or we can try a better way ... like higher ground.

If the private investments are so smart, private investors will pay to build the levees. Buy the private investments for pennies on the dollar and build your own levies, then sell for a profit, if it is such a smart investment.

The only reason to ask the government to pay for it is because no body would be stupid enough to put their risk their personal fortunes on it. What you don't understand is, that is exactly what you are trying to force tax payers to do.
