I don't know whether to take you seriously or not.

The question, as I understand it, is your argument that the neocons held, as one of their fundamental beliefs, the "starve the beast" strategy in order to reduce the size of the federal government. I don't recall that being central to their arguments and, in fact, recall rather that the notion of a strong state was central because of their foreign policy goals. As in, the 1992 paper out of their Defense Dept group arguing that the US should establish a long term hegemony around the globe. That's a strong state argument, best I can tell.

If you could direct me to specific articles that argue your position, I would be happy to read them and/or modify my view.
