I don't know what anyone could have done more on the local level.

They could have done a much better job of helping people leave the city (using those busses that just staid in a lot and than went underwater for example), and if they were planning to use the superdome and the convention center as places for people to go they could have had a better plan for stockpiling bottled water and providing security.

None of which means that the state and federal officials and organizations did a good job either.

I will bet dollars to donuts, Bush will renege on his pledge to rebuild NO "whatever it takes".

I guess that depends on what you mean by rebuilding. Certainly New Orleans will be rebuilt to a great extent but it isn't going to be the same. It probably can't be the same, but if somehow it could by pouring hundreds of billions of additional federal dollars in to the city well then your right it won't happen and I suppose that you could then claim that Bush went back on his pledge.
