Metro New Orleans has about 3 million people. To run the ports, you probably need 500K.

I would think even less than that.

I don't know exactly what you mean by "your guys". I haven't argued against rebuilding New Orleans. I just think that the city will naturally wind up smaller. Many of the people have left never to return. Any rebuilding effort should factor that fact in. There is no inherent reason why the city has to be the same size as it was before.
