I think the cost developing 4xnm and 3xnm will be very high regardless of wafer size; the question is really how much it would cost to change wafer size at the same time.
Few argue about shrinking linewidth but in case it gets to wafer size people react emotionally (it's a business decision).
If it happens there will be other radical changes because you need extremely high volumes.
