I listened to a very interesting segment on NPR on rebuilding NO's hurricane defenses. Some private engineers think it will take 5 years, some think it will take 20 years. The Army Corps of Engineers say they've got a "can do attitude" and can do it in ONE year.

The private engineers say that to build good levees, you've got to give the soil you're building them with time to compact, and build them up layer by layer, allowing each layer to compact as you do so. Just piling up a lot of dirt makes weak and vulnerable levees that get shorter over time.
