FDR was neither a chump nor a fool. He may have been assembling a juicy target to tempt the Japanese or as your post implies creating a huge PR opportunity so that he could deliver his "this day shall live in infamy" speech. Position information of ships was much less precise than it is now. Coordination was very limited.

Perhaps Tokyo Rose was not a single person, and perhaps she was not entirely a willing accomplice. The fact remains that the primary tactics used by the propaganda machine which used her used the same techniques now employed by the leftist media and Democrat partisans.
