Can someone explain to me how it's possible that for 15 month the b-to-b stays below 1 while the billings were about $ 18.5 billion and the bookings were about $ 16.5 billion?

The journalist on Semiconductor Reporter says:

The data reported by SEMI is resisting the normal tendency of a book-to-bill ratio to eventually return to parity (1.0) during a period of market stability, leading to the question of whether equipment suppliers reporting to SEMI might be sandbagging -- somehow underreporting their bookings -- or worse, overreporting their sales.
