There is an ~ 6 month minimum time lag between orders and revenue recognition. The last 15 months orders have trailed the previous year. These combined can easily produce the results you cited. A closer examination of the numbers might be in order.

here's the delta "SEMI bookings - SEMI billings" for the last 3 years for each month;
it sure looks like there are some billings that are not supported by bookings
