O.k....work with me. If the President says: "Anytime you hear the Government talk about wiretaps, that requires a court order" and we have now "heard" from the government (no wait - it was a leak - the government DIDN'T tell us, so we did not "hear" from them..you got me, Tom - it was supposed to be secret). So the President was being clever by implying to the audience that if they every HEARD from his administration about wiretaps, there would be warrants, all the time thinking no one would ever HEAR about these....pretty clever, but I think a lie and misleading. Because now we have HEARD from the Government about some wiretaps and they did not involve a warrant.

But I get your point. At the time the President said this line, he thought it was true because his administration would never talk to the American people about it...so misleading them by implication might be dishonest but not a lie. Clever.
