Drop it for now. I've got other things to do today. But in semi-closing for now, again, I will say, that society has several "costs" to consider. The actual cost of the individual and his/her actions, both to him/herself, and to others. The "soft" costs I mentioned are far greater I would presume. Robbery, rape, injury and murder to individuals in society caused by a druggie is a "soft" cost. "Soft" only because there is no way to gauge how high that cost is.... Currently, there is no entity that tally's all the current costs per individual episode, and gathers all the events and episodes together, to make a grand total per individual. Of course, those totals need to be added to the spreadsheet....
