Actually, PLNI has used both phrases. You need to put the words in quotes to get an accurate count. Which brings it down to only 702 hits for "awaiting SEC approval".

If we assume for a moment that PLNI has suddenly decided to follow the same M&A procedures that big board companies are required to do, where are their required filings? Without any such filings, what is there for the SEC to possibly comment on?
