Yes. The only time, IMO, that drug users should be put in jail or prison is when they have broken the law, by harming others around them.

I also think that the abusers/addicts should be required to get treatment, and that they should be required to pay a portion of their treatment themselves by working at the facility. I KNOW that works. I've seen it happen, and on a fairly large scale, as far as institutions go....
